The Forum is a voluntary association of organisations that have a wide variety of interests and responsibilities for water safety including sports governing bodies, rescue services, regulators, navigation and harbour authorities, local government, utilities, and other representative groups. The Forum is hosted by RoSPA who provide technical and administrative support.

The core of the Forum's work is formed by the Advisory Groups (AG), each comprised of a small number of people with a breadth of relevant knowledge. Membership of an AG is by invitation based on the person's potential to contribute rather than whom they represent. Oversight of the AG work and direction of the Forum is provided by the Coordinating Group which, is comprised of representatives from each AG together with co-optees and a representatives from government agencies.  Its members elect the chair of the Coordinating Group.

Membership and governance is currently subject to review, with the objective to better recognise the contributions made to the Forum's work, and to best realise the objectives established in the UK drowning prevention strategy.
