Water is an important part of life in England – from long stretches of diverse coastline to beautiful rivers, lakes, reservoirs and canals, it defines so many of our towns and cities, as well as our natural landscapes. But every year, lives are tragically lost to drowning in England’s waters. This is why Water Safety England are developing the first Drowning Prevention Strategy for England.
Following the UK Drowning Prevention Strategy, England’s own national strategy will strengthen water safety and reduce drowning across the country, working towards a future where everyone can enjoy being in, on and around water safely.

Consultation description
The draft England Drowning Prevention Strategy proposes a national framework to guide water safety action across England. The vision of the strategy is: Towards zero drownings: Building a future where everyone in England can be safe in, on and around the water
We want your views on whether the draft strategy covers the right priorities for water safety in England. Your thoughts will help us shape the final strategy and make sure it meets the needs – and matches the experiences - of communities in England.
You don’t need to have any experience in water safety to take part in the consultation – whether you live near water, take part in water activities, or simply want to support efforts to keep people safe, your voice matters.
The consultation is open until 13 May, 2026.
